Shut off the water main if the source is a pipe, hose, or appliance. Stay out of water that touches outlets, a panel, or a furnace. Photograph the room wide, then close up, then the source, and note the time. Lift what you can carry to a dry floor. Then call.

Should I turn off the electricity?

Only if you can reach the breaker panel while standing on a dry surface and the panel itself is dry. If the panel is in the wet area, do not touch it — call your utility or an electrician. Never walk through standing water to reach a switch.

How fast does water extraction need to happen?

Sooner is cheaper. Water wicks upward into drywall and travels under flooring within hours, and mold can begin growing on wet materials within 24 to 48 hours. Extraction inside that window is the difference between drying a room and rebuilding one.
